Governor Morrisey Announces Investment to Expand Home Dialysis Access Across West Virginia ...
Charleston, W.Va. - Governor Patrick Morrisey today announced a new funding opportunity of up to $2 million through the state's Rural Health Transformation Program (RHTP). Released through the Personal Health Accelerator (PHA) initiative, this marks the final funding opportunity to be released under the WV RHTP. With this announcement, the State has now made available approximately $180 million through the program. The funding opportunity aims to improve access to home dialysis for West Virginians living with chronic kidney disease and kidney failure, particularly in rural areas where access to care can be more challenging.
"Living with kidney disease is hard enough without having to spend hours on the road to get treatment," said Governor Morrisey. "This opportunity is about helping more West Virginians learn about home dialysis and connecting patients with the support they may need as they consider their treatment options."
For many patients, receiving dialysis at home can offer greater flexibility and reduce the burden of frequent travel to treatment centers. However, barriers such as transportation, caregiver support needs, limited access to information, and other practical challenges can make home dialysis difficult to pursue. The Home Dialysis Access Program is intended to help address those challenges through education, navigation services, care coordination, and community partnerships.
“President Trump’s historic investment in rural health systems was designed to ensure that all Americans, regardless of ZIP code, have access to high-quality care,” said CMS Administrator Dr. Mehmet Oz. “West Virginia’s plan to make in-home dialysis more accessible is a perfect example of how state innovation backed by federal investment can meet rural communities where they are and help the people who call them home lead fuller, more dignified lives.”
The funding opportunity encourages partnerships among healthcare providers, dialysis organizations, hospitals, home health agencies, and community-based organizations to help identify eligible patients, support informed decision-making, and address barriers that can affect whether patients are able to successfully transition to or remain on home dialysis. Funding is intended to complement existing healthcare services and focus on needs that may not otherwise be covered through traditional reimbursement sources.
“Home dialysis can be a life-changing option for some patients,” said Dr. Arvin Singh, Secretary of the West Virginia Department of Health. “The goal of this funding opportunity is to help reduce barriers that can make home dialysis difficult to access, especially for people in rural communities. By supporting local partnerships and patient-focused services, we hope to make it easier for more West Virginians to explore the treatment options that may be right for them.”
Priority will be given to applicants that can demonstrate strong partnerships, sustainable approaches, and the ability to improve access to home dialysis for West Virginians in rural and underserved communities. The initiative also aims to strengthen care coordination and support long-term models that can expand access to kidney care across the state.
Eligible applicants may access the active solicitation through the state’s procurement and grants management system at wvOASIS.gov.
